The Cyclopean Flounder is a Fish that can be caught in Dredge.
It is an Aberration of the Gulf Flounder.
It appears similar to the regular flounder in body shape but is a dark purple color. Instead of a face, it has a large eyeball-like structure, hence its name. However, this is not actually an eye.
As per the flounder's in-game description, the 'eye' is actually a gelatinous mass that superficially resembles an eye. What appears to be a pupil is in fact the center (or yolk) of an egg.
What sort of egg is implanted in the fish is unclear.
